I am afraid there are hundreds of scamsters out there claiming to make a diagnosis from hair or dead skin. The only thing one can diagnose from that is fungal infections. What will be helpful for some types of rashes is a skin biopsy done by a doctor. However that is not necessary in most cases, where good quality clinical pictures or seeing you in person would be more than suffice. I am afraid flakes of dead skin are useless.
